Springboard Community Services, formerly known as Family and Children’s Services of Central Maryland (FCS) is a private, nonprofit, nonsectarian 501(c)(3), CARF Accredited agency that has been serving central Maryland since 1849. Our history is intertwined with the evolution of Baltimore from a major port city to a thriving metropolis with pockets of poverty and great need. CASE MANAGEMENT - FCS PROVIDES COMPREHENSIVE CASE MANAGEMENT SERVICES IN BALTIMORE CITY AND ANNE ARUNDEL, BALTIMORE, CARROLL, HARFORD AND HOWARD COUNTIES. FAMILY VIOLENCE PROJECT IS THE CORNERSTONE OF OUR WORK AND IS A COMPREHENSIVE, HOLISTIC, REGIONAL ARRAY OF SERVICES DEVELOPED TO MOVE FAMILIES IMPACTED BY CRIME AND VIOLENCE FROM CRISIS AND VULNERABILITY TO SAFETY AND STABILITY. FCS' APPROACH IS ROOTED IN SUPPORTING FAMILIES AND OFFERS A WIDE RANGE OF SERVICES INCLUDING CRISIS INTERVENTION, CASE MANAGEMENT, COURT ACCOMPANIMENT, TEMPORARY SHELTER, AND COUNSELING. FCS PROVIDES THESE SERVICES TO VICTIMS OF CHILD ABUSE, DOMESTIC AND/OR FAMILY VIOLENCE, ELDER ABUSE AND NEGLECT, AGGRAVATED ASSAULT, HATE/BIAS CRIMES, SEXUAL ASSAULT, BULLYING, SEX TRAFFICKING AND SURVIVORS OF HOMICIDE VICTIMS AMONG OTHERS. FCS CREATED A SENSE OF SAFETY AND EMPOWERMENT TO OVER 2,403 VICTIMS DURING THE FISCAL YEAR.FCS OPERATES A MEDICAL ADULT DAY CARE IN CARROLL COUNTY, WEST END PLACE, AS A COMPONENT OF OUR CASE MANAGEMENT PROGRAM. THIS MEDICALLY SUPERVISED ENVIRONMENT IS DESIGNED TO ENABLE PARTICIPANTS TO ACHIEVE AND MAINTAIN AN OPTIMAL LEVEL OF INDEPENDENCE, MAINTAIN CAPACITY FOR SELF-CARE AND PERSONAL HYGIENE, STIMULATE AND SUPPORT PARTICIPANT'S MENTAL AND PHYSICAL CAPABILITIES AND IMPROVE OVERALL QUALITY OF LIFE IN THEIR MORE DEPENDENT YEARS. THE PROGRAM ALSO OFFERS RESPITE FOR CAREGIVERS. THE OVERARCHING INTENT IS TO PREVENT PREMATURE OR INAPPROPRIATE INSTITUTIONALIZATION FOR THE DISABLED OR OLDER ADULT AND ALLOW THE INDIVIDUAL TO REMAIN AT HOME WHILE AGING IN PLACE. A TOTAL OF 51 CLIENTS WERE SERVED DURING THE FISCAL YEAR.THE FOSTER GRANDPARENT PROGRAM PROVIDES VARIOUS OPPORTUNITIES FOR INCOME-ELIGIBLE PERSONS AGED 55 AND OVER TO PROVIDE SUPPORTIVE PERSON-TO-PERSON SERVICES TO AT-RISK CHILDREN IN COMMUNITY ORGANIZATIONS SUCH AS SCHOOLS, HOSPITALS, FAMILY SUPPORT CENTER, TRANSITIONAL HOUSING AND YOUTH CENTERS. FOSTER GRANDPARENTS' ACTIVITIES ARE DIRECTED TOWARD HELPING YOU PEOPLE IMPROVE THEIR SELF-ESTEEM AND CONFIDENCE AND BECOME FULL AND PRODUCTIVE MEMBERS OF SOCIETY. IN THE PROCESS, FOSTER GRANDPARENTS STRENGTHEN COMMUNITIES BY PROVIDING SERVICES THAT COMMUNITY BUDGETS CANNOT AFFORD AND BY BUILDING BRIDGES ACROSS GENERATIONS. THERE WERE 90 MENTORS SERVING IN THE PROGRAM DURING THE FISCAL YEAR. FOSTER GRANDPARENTS COMMIT 20 TO 40 HOURS A WEEK AND FOR FY19 VOLUNTEERED A COMBINED TOTAL OF 74,342 HOURS. WITH THE VALUE OF A VOLUNTEER PEGGED AT $24.14 PER HOUR BY THE NONPROFIT COALITION INDEPENDENT SECTOR, FCS' FOSTER GRANDPARENTS REPRESENT A VALUE OF $1,760,288.80.CASE MANAGEMENT AND FAMILY STABILITY: MANY INDIVIDUALS AND FAMILIES REACH A CROSSROAD IN THEIR LIVES DURING WHICH THEY STRUGGLE WITH ENVIRONMENTAL PRESSURES THAT CREATE CRISES FOR THEM, E.G. LOSS OF A JOB, THREATENED UTILITY TURNOFF, HOMELESSNESS, SERIOUS ILLNESS THAT CAUSES JOB LOSS. FOR THESE PERSONS, FCS CASE MANAGERS TAKE A PROBLEM-SOLVING APPROACH, HELPING THEM UNDERSTAND THEIR OPTIONS AND FREQUENTLY DIRECTING THEM TO RESOURCES THAT CAN HELP ALLEVIATE THE CURRENT PRESSURES. CASE MANAGERS ALSO ATTEMPT TO HELP THESE INDIVIDUALS AND FAMILIES PLAN FOR THE FUTURE AND TAKE THE STEPS THAT WILL HELP THEM AVOID THESE KINDS OF PROBLEMS IN THE FUTURE. SERVICES ARE PROVIDED AT THE MULTISERVICE CENTER IN HOWARD COUNTY. CASE MANAGEMENT SERVED 32 CLIENTS, AND FAMILY STABILITY SERVED 35 FAMILIES. HEALTHY FAMILIES IS A PROGRAM IN PARTNERSHIP WITH HOWARD COUNTY HOSPITAL. THE PROGRAM SUPPORTS FIRST-TIME PARENTS IN BECOMING COMFORTABLE IN THEIR NEW ROLES. SUPPORT SERVICES ARE CUSTOMIZED TO MEET EACH FAMILY'S NEEDS AND INCLUDE HOME VISITS FROM FCS' FAMILY SUPPORT WORKERS, NEWSLETTERS, TELEPHONE AND INDIVIDUAL SUPPORT, GET-TOGETHERS FOR NEW MOMS, AND SUPPORT GROUPS FOR BOTH MOMS AND DADS. OUR 24-HOUR WARM LINE PROVIDES ADDITIONAL ASSISTANCE FOR NEW PARENTS BY PROVIDING REFERRALS, RESOURCES, INFORMATION AND SUPPORT. THE PROGRAM SUPPORTED 83 NEW PARENTS AND FAMILIES DURING THE FISCAL YEAR. FCS OFFERS OUTREACH AND ENGAGEMENT SERVICES, WHICH AIM TO EDUCATE ADOLESCENTS ON HEALTHY RELATIONSHIPS AND DATING VIOLENCE IN SCHOOL AND COMMUNITY-BASED SETTINGS. THE CURRICULUM IS WRITTEN TO ENCOURAGE BOUNDARY-SETTING AND COMMUNICATION, EQUIPPING ADOLESCENTS TO IDENTIFY POTENTIAL RED FLAGS, RISK FACTORS, AND THOROUGH SAFETY PLANNING. STAFF WORK ALONGSIDE HEALTH TEACHERS AND PROGRAM ADMINISTRATORS TO TARGET AREAS OF CONCERN FOR THE ADOLESCENTS OF THE COMMUNITIES SERVED, ENSURING THE IMPLEMENTATION OF AN ENGAGING AND EFFECTIVE PROGRAM.
