The New Phoebe House Association (NPHA) serves homeless women (18 years and older) and their children (under age 7) whose lives have been severely impacted by substance abuse. A majority of our residents are considered high risk for substance abuse re-lapse and certainly are high risk for child neglect and domestic violence.
