Because frail older adults often lack the ability to advocate on their own behalf without assistance, CARIE provides individual advocacy through direct service and systemic advocacy through education and public policy initiatives.

THE CARIE LINE IS CARIE'S OLDEST AND MOST UTILIZED PROGRAM. CARIE LINE ADVOCATES PROVIDE TELEPHONE, ONLINE AND FACE-TO-FACE OPTIONS COUNSELING, ASSISTANCE, EDUCATION AND ADVOCACY TO OLDER ADULTS AND THEIR CAREGIVERS WITH ANY PROBLEM OR CHALLENGE THEY ARE FACING. ADVOCATES HELP CONSUMERS ACCESS THE BENEFITS, SERVICES AND SUPPORTS NEEDED TO ENSURE THAT THEY ARE ABLE TO LIVE WITH THE GREATEST INDEPENDENCE, WELL-BEING AND QUALITY OF LIFE POSSIBLE. AS PART OF THE TRANSPORTATION SENIOR ADVOCACY PROGRAM (T-SAP) OF PHILADELPHIA CORPORATION FOR AGING (PCA), CARIE STAFF ADVOCATE FOR OLDER ADULTS ENCOUNTERING PROBLEMS WITH THE CCT SHARED RIDE PROGRAM. GOING BEYOND THE PARAMETERS OF THE T-SAP PROGRAM, STAFF PROVIDE ELDER CONSUMERS WITH COMPREHENSIVE TRANSPORTATION OPTIONS AND PROBLEM-SOLVING. CARIE LINE STAFF ALSO SERVE AS COUNSELORS IN THE APPRISE PROGRAM, PROVIDING EDUCATION, OPTIONS COUNSELING, PROBLEM-SOLVING AND APPEALS ASSISTANCE FOR MEDICARE AND MEDICAID RECIPIENTS. WITH THE NEW COMMUNITY HEALTH CHOICES (CHC) PROGRAM STARTING IN SOUTHEAST PENNSYLVANIA ON JANUARY 1, 2019 AND DRAMATICALLY CHANGING HOW MEDICAID SERVICES ARE DELIVERED FOR OLDER ADULTS, CARIE CONTINUED TO SUPPORT AN ADVOCATE SPECIFICALLY TO ADDRESS INDIVIDUALS WHO NEED ASSISTANCE NAVIGATING THE CHC PROGRAM. THIS INCLUDED CONDUCTING OUTREACH TO PROFESSIONALS, CHC PARTICIPANTS AND CAREGIVERS, ASSISTING THE ADVOCACY DIRECTOR WITH DEVELOPING INFORMATION SHEETS ABOUT CHC FOR DISTRIBUTION, AND ADVOCATING FOR BENEFICIARIES AND FAMILIES IN ACCESSING NEEDED SERVICES WITH THESE PLANS. DURING THE 2019 FISCAL YEAR THE CHC ADVOCATE INTERVENED IN 131 INSTANCES OF BENEFICIARIES OR FAMILY MEMBERS NEEDING ASSISTANCE ACCESSING CHC SERVICES. CARIE LINE STAFF REGULARLY CONDUCT EDUCATION AND OUTREACH SESSIONS FOR ELDERS AND GENERAL COMMUNITY MEMBERS TO INFORM THEM ABOUT ISSUES OF INTEREST AND CONCERN FOR OLDER ADULTS. DURING THE PAST YEAR, THE CARIE LINE ASSISTED 2,808 PERSONS INDIVIDUALLY AND ANOTHER 2,637 PERSONS WERE EDUCATED THROUGH COMMUNITY PRESENTATIONS ON TOPICS INCLUDING SENIOR SAFETY, MEDICARE, ADVANCE HEALTH CARE PLANNING, TRANSPORTATION AND FINANCIAL SCAMS. DURING THE PAST YEAR, CARIE CONTINUED ITS PARTICIPATION AS COMMUNITY PARTNER IN THE REGAIN (REGIONAL VERSUS GENERAL ANESTHESIA FOR PROMOTING INDEPENDENCE AFTER HIP FRACTURE) CLINICAL RESEARCH TRIAL. THE STUDY IS TO DETERMINE WHETHER REGIONAL ANESTHESIA VIA SPINAL BLOCK WILL LEAD TO BETTER PATIENT-CENTERED OUTCOMES AFTER HIP FRACTURE SURGERY COMPARED TO GENERAL ANESTHESIA. IT IS CRITICAL TO THE STUDY THAT PATIENTS, CAREGIVERS AND FAMILY MEMBERS PROVIDE ONGOING FEEDBACK ABOUT THEIR EXPERIENCES TO BENEFIT FUTURE PATIENTS AND IMPROVE HEALTHCARE OUTCOMES. TO SUPPORT THESE EFFORTS, CARIE STAFF LEAD THE ADVISORY PANEL, A GROUP OF OLDER ADULTS WHO HAVE RECUPERATED FROM HIP FRACTURE SURGERY WHICH PROVIDES CONTINUOUS INPUT AND FEEDBACK THROUGHOUT THE TRIAL TO BEST INCORPORATE THE PATIENT PERSPECTIVE. STAFF ALSO DEVELOP AND LEAD COMMUNITY ENGAGEMENT MEETINGS THAT BRING TOGETHER OLDER ADULT COMMUNITY MEMBERS AND MEDICAL PROFESSIONALS TO DISCUSS THE TRIAL AND THE IMPORTANCE OF PATIENT, CAREGIVER AND COMMUNITY INVOLVEMENT IN HEALTHCARE. DURING FY 19, CARIE STAFF PLANNED AND COORDINATED THE THIRD AND FINAL COMMUNITY ENGAGEMENT MEETING IN WINSTON-SALEM, NORTH CAROLINA WITH 42 ELDER PARTICIPANTS. STAFF COMPILED AND ANALYZED SURVEY RESULTS FROM ALL THREE ENGAGEMENT MEETINGS TO SHARE AND BUILD ON PATIENT AND COMMUNITY ENGAGEMENT KNOWLEDGE. THE BEGINNING STAGES OF A REPORT HAS ALSO BEEN DRAFTED TO DELIVER THE RESULTS OF THE ENGAGEMENT PARTNERSHIP FROM THE BEGINNING OF THE TRIAL UNTIL THE END.
