The housing rehabilitation program: The rehab program consists of construction managers that oversee a rehab project for low income homeowners that are receiving a loan from NWWVT. As the loan process proceeds, construction managers are completing a scope of work and getting bids for the project. Once the loan is approved, the management continues with oversight and an escrow payment. The project concludes when all rehab work is complete to the satisfaction of the homeowner. There are approximately 50 health and safety rehab projects completed each year. The better building/heat squad program, as part of the housing rehabilitation program, was developed to improve the efficiency of homes in Vermont. The goal was to have homeowners save significant money on heating costs an average of 375 gallons of heating fuel saved annually. Since the inception of the program, housing stock in Rutland County has improved, local jobs have been created, and significantly less carbon dioxide enters the atmosphere. The program now extends to most of the state.
