THE LOS ANGELES POLICE FOUNDATION (LAPF) IS AN INDEPENDENT, NOT-FOR-PROFIT ORGANIZATION THAT PROVIDES CRITICAL RESOURCES AND VITAL SUPPORT TO LAPD.WITH 96% OF LAPD'S BUDGET SPENT ON PERSONNEL, THERE IS LITTLE LEFT FOR MAJOR PROJECTS THAT WILL ENHANCE EFFICIENCY AND MODERNIZATION OF THE DEPARTMENT.THE LAPF HAS DONATED MORE THAN $32,000,000 TO LAPD IN THE AREAS OF EQUIPMENT AND TECHNOLOGY UPGRADES, SPECIALIZED TRAINING, COMMUNITY OUTREACH AND YOUTH PROGRAMS.A FEW OF THE GRANTS APPROVED IN 2018 ARE HIGHLIGHTED BELOW:FORCE INVESTIGATION DIVISION - EQUIPMENT FOR FORCE INVESTIGATION DIVISION - $236,621THE INVESTIGATIVE SUPPORT UNIT (ISU) OF THE FID DOCUMENTS THE SCENES OF CATEGORICAL USE OF FORCE. THIS INCLUDES RECREATING ALL ASPECTS OF THE CRIME SCENE, INCLUDING STREET LAYOUTS, BUILDINGS, VEHICLES, LANDSCAPE, HARDSCAPE, LIGHTING, EVIDENCE, LOCATIONS OF ALL OFFICERS, SUSPECTS, AND WITNESSES AT THE TIME OF THE INCIDENT. THIS NEW EQUIPMENT DRASTICALLY REDUCES THE TIME SPENT AT THE CRIME SCENE AND ALSO HELPS REDUCE THE NUMBER OF OVERTIME HOURS. IT ALSO ALLOWS THE LAPD TO INVESTIGATE IN A MORE ACCURATE, TIMELY, AND TRANSPARENT MANNER. OPERATIONS- SOUTH BUREAU, METRO TASK FORCE ON VIOLENT GANGS/FBI TASK FORCE - 36TH ST. BUILDOUT - $170,000THE LOS ANGELES METROPOLITAN TASK FORCE ON VIOLENT GANGS IS RESPONSIBLE FOR CONDUCTING CRIMINAL ENTERPRISE INVESTIGATIONS TO DISRUPT AND DISMANTLE SIGNIFICANT VIOLENT GANG THREATS BASED IN AND/OR OPERATING THROUGHOUT THE LAPD'S SOUTH BUREAU. HAVING A CENTRALIZED LOCATION ASSISTS IN THE DAILY OPERATIONS OF THE TASK FORCE IN COMPLETING ITS MAIN OBJECTIVES. METROPOLITAN DIVISION, K-9 PLATOON - CARE AND MAINTENANCE OF METRO K-9'S - $159,000THESE FUNDS HELPED INCREASE THE LEVEL OF CARE AND LONGEVITY OF CITY-OWNED POLICE SERVICE DOGS (PSD) AND GREATLY ENHANCED THE METROPOLITAN DIVISION K9 PLATOON'S ABILITY TO SUPPORT DEPARTMENT OPERATIONS BY PROVIDING WELL-TRAINED PSD'S TO ASSIST WITH EFFECTIVELY SEARCHING FOR OUTSTANDING SUSPECTS AND/OR FIREARMS, WHILE ENHANCING OFFICER SAFETY AND PROVIDING OUTSTANDING SERVICE TO THE COMMUNITY.METROPOLITAN DIVISION, UNDERWATER DIVE UNIT - SCUBA AIR FILL SYSTEM - $158,860THE LAPD'S METROPOLITAN DIVISION UNDERWATER DIVE UNIT NEEDED TO REPLACE ITS 30-YEAR-OLD HIGH-PRESSURE AIR COMPRESSOR SYSTEM. THIS IS THE SOLE AIR FILL SYSTEM FOR SCUBA CYLINDERS. THE CURRENT AIR COMPRESSOR WAS DONATED IN 1998 AND WAS UNSAFE BECAUSE IT ALLOWED MOISTURE TO LEAK INTO THE DIVE CYLINDERS. THIS MOISTURE COMPROMISED THE INSIDE OF THE ALUMINUM AND STEEL CYLINDERS AND CORRUPTED THE COMPRESSED AIR. THE DIVE UNIT WAS USING SWAT'S MOBILE AIR TENDER TO FILL ITS TANKS, BUT IT WAS NOT ABLE TO FILL THE CYLINDERS WITH ENRICHED AIR (HIGH OXYGEN CONTENT BREATHING GAS) THAT IS NORMALLY USED DURING DEEP-WATER OPERATIONS.
