Pastor Jose Luis Flores, in 1981, established a rehab home to help individuals overcome addictions and rebuild their lives. The center is located in an inner-city area in which there is a proven problem with gang related activity and substance abuse. In addition, a new church was built in the area and made available not only to the people in the rehab center and their families, but also to the general public. He wanted to be in the same area the rehab center was located, in order to offer the best of facilities and services, that perhaps, were not available to everyone in the area.
