THE COUNCIL OF CHIEF STATE SCHOOL OFFICERS (CCSSO) IS A NONPARTISAN, NATIONWIDE, NONPROFIT ORGANIZATION OF PUBLIC OFFICIALS WHO HEAD DEPARTMENTS OF ELEMENTARY AND SECONDARY EDUCATION IN THE STATES, THE DISTRICT OF COLUMBIA, THE DEPARTMENT OF DEFENSE EDUCATION ACTIVITY, THE BUREAU OF INDIAN EDUCATION AND THE FIVE U.S. EXTRA-STATE JURISDICTIONS. AS AN ORGANIZATION, WE ARE COMMITTED TO ENSURING THAT ALL STUDENTS PARTICIPATING IN OUR PUBLIC EDUCATION SYSTEM -- REGARDLESS OF BACKGROUND -- GRADUATE PREPARED FOR COLLEGE, CAREERS, AND LIFE. SUCCESSES INCLUDE: CCSSO'S BOARD PRESIDENT AND PENNSYLVANIA SECRETARY OF EDUCATION PEDRO RIVERA IN 2018-19 ELEVATED THE IMPORTANCE OF IMPROVING CONDITIONS FOR LEARNING TO ENSURE ALL STUDENTS HAVE ACCESS TO THE SUPPORTS THEY NEED TO THRIVE, WITH A FOCUS ON PHYSICAL AND MENTAL HEALTH AND FOOD AND HOUSING SECURITY. CCSSO PUBLISHED TWO NEW RESOURCES FOR STATES ON LEVERAGING FUNDING STREAMS AND STRATEGIES TO IMPROVE CONDITIONS FOR LEARNING AND SECRETARY RIVERA ENGAGED IN 10 SPEAKING ENGAGEMENTS ON THE TOPIC, LEVERAGING HIS NATIONAL PLATFORM TO DRAW ATTENTION TO THIS CRITICAL ISSUE.OVER THE PAST FOUR YEARS, CCSSO HAS CONDUCTED 15 ORGANIZATIONAL CAPACITY REVIEWS OF STATE EDUCATION AGENCIES TO HELP CHIEFS ASSESS THEIR AGENCY'S ABILITY TO DELIVER ON THEIR GOALS FOR STUDENTS. IN EACH CASE, THE CHIEF HAS TAKEN ACTION ON CCSSO'S FINDINGS AND RECOMMENDATIONS TO BUILD CAPACITY IN THE FOLLOWING AREAS: VISION AND PLANNING, AGENCY CAPACITY AND CULTURE, AND EXTERNAL RELATIONSHIPS AND COMMUNICATION. CCSSO IS SUPPORTING STATE LEADERS TO ENSURE ALL EDUCATORS HAVE ACCESS TO HIGH-QUALITY INSTRUCTIONAL MATERIALS AND RELATED PROFESSIONAL LEARNING ON HOW TO EFFECTIVELY USE THOSE MATERIALS. CCSSO IS WORKING DEEPLY WITH EIGHT STATES ON THIS EFFORT AND ENGAGING WITH CHIEF ACADEMIC OFFICERS FROM ACROSS THE COUNTRY TO LEARN FROM THIS WORK. CCSSO OVER THE PAST TWO YEARS HAS SUPPORTED STATES AS THEY DESIGN NEW STATE REPORT CARDS BASED ON THE EVERY STUDENT SUCCEEDS ACT, INCLUDING PROVIDING IN-DEPTH REVIEWS OF 13 STATE REPORT CARDS AND THE DEVELOPMENT OF RESOURCES SUCH AS COMMUNICATING PERFORMANCE: A BEST PRACTICES RESOURCE FOR DEVELOPING STATE REPORT CARDS TO HELP STATE LEADERS WITH THIS WORK. RECOGNIZING THAT STATES NEED SUPPORT FOR EDUCATORS TEACHING ENGLISH LANGUAGE LEARNERS, CCSSO INITIALLY DEVELOPED ENGLISH LANGUAGE PROFICIENCY STANDARDS AND THIS PAST YEAR DEVELOPED ENGLISH LANGUAGE PROFICIENCY STANDARDS FOR ELS WITH SIGNIFICANT COGNITIVE DISABILITIES FOR ALL STATES TO ACCESS. SINCE THE PASSAGE OF THE EVERY STUDENT SUCCEEDS ACT, CCSSO HAS WORKED WITH ALL 50 STATES AND THE DISTRICT OF COLUMBIA TO STRENGTHEN STATE ACCOUNTABILITY SYSTEMS THROUGH A SERIES OF MEETINGS, RESOURCES, WEBINARS AND ONE-ON-ONE SUPPORT.CCSSO SECURED SEVEN MEMBERS OF CONGRESS TO SPEAK TO ITS MEMBERSHIP AT CCSSO'S 2019 LEGISLATIVE CONFERENCE AND 11 MEMBERS TO CELEBRATE TEACHERS AT THE NATIONAL TEACHER OF THE YEAR PROGRAM HILL DAY. CCSSO SERVED AT LEAST 935 STATE MEMBERS ACROSS 13 COLLABORATIVES AT 41 MEETINGS IN THE 2018-2019 PROGRAM YEAR. THIS INCLUDED REPRESENTATIVES FROM 51 OF OUR 58 MEMBERS.
