Our mission is to 'give hope, inspire change, and provide opportunity by mobilizing our community in the fight against poverty.' Founded in 1987, Human Services Programs of Carroll County, Inc.(HSP)is Carroll County's designated community action agency. HSP offers a continuum of in-house services to meet social needs, resolve crisis situations and make referrals to other local service agencies. HSP partners with other agencies to ensure that solutions are provided and that services are unduplicated by coordinating its programs with other agencies. Program areas include shelter & housing, emergency & prevention, family support, and workforce development.
