The CAP Agency assists and empowers people to achieve social and economic well being by providing services in partnership with our communities. Last year, the Scott Carver Dakota CAP Agency served approximately 50,000 families and individuals each year. The CAP Agency offers a variety of social services in each county and continues to grow and evolve to reflect its commitment to address the unmet needs of the community.

Child education: Head Start is a birth to five program that promotes school readiness for low income children while supporting the development of the whole child. The program provides center-based education, social services, health and nutrition services to more than 300 children, ages 3-4 years old, living in Scott, Carver, and Dakota counties. In addition, the program operates a home visiting model for pregnant women and children birth- 3 years old, in early Head Start, serving 100 children and their families. From fall 2018 - spring 2019, 3 and 4-year old children in our program had an average proficiency increase from 51% to 87% in social/emotional maturity, cognitive, language, literacy, mathematics and physical development. Of the children enrolled in our program, 100% are up to date on medical and dental exams. 100% of our Head Start families participated in a goal setting process resulting in a family partnership agreement.
