The corporation was founded in 1988 to assist in the renovation of the East Fourth Street Historic District in Cleveland, Ohio. Its scope and geographic boundaries have since expanded. Support and revenues received by the corporation are to be used to assist in historic renovation, the elimination of blight, to promote residential housing and to stimulate economic opportunities for all segments of society, including members of minority groups and women. The boundaries of the corporation's service area generally encompass the area between Public Square and Playhouse Square. The western boundary is Ontario, from Superior to the Innerbelt. The southern edge is the Innerbelt from Ontario to East 14th. The northern boundary is the south side of Superior, both sides of Euclid from East 9th to East 12th, and the south side of Prospect. The eastern boundary is the west side of East 14th, the imaginary line from East 12th at Euclid to Prospect, and the western side of East 9th.
