Workforce Inc. focuses on a triple bottom line to measure success: social, environmental, and economic. We take the things society throws away, our old electronics and the people that have been thrown away in prison, and make them into something new that benefits society. Recidivism is reduced when a formerly incarcerated individual receives support, training and skills so that entry into society is successful. The national recidivism rate ranges from 45% to 70%. The recidivism rate for RecycleForce participants in fiscal year 2019 was under 13%; a significant difference. In addition to the direct benefit to the individual, the program also contributes to public safety, increases tax revenue due to increased employment, increases family support payments such as child support to support their children, reduces the overcrowding in prisons and lessens the drain on the public due to the cost of inmate incarceration and aid to families without wage earners. Workforce Inc. is a crime prevention strategy that positively affects the environment and workforce development through recycling and industry recognized training. We exist to: 1. Reduce recidivism and 2. Prepare people for permanent employment 3) Reduce the amount of waste that goes into Indiana landfills. We focus on three social outcomes: 1. Reduced government expenditures through lowered recidivism 2. Growing the economy and local tax base (more than $8M in wages and $1M in taxes paid since our inception) and 3. Stabilizing families through paid child support (100% child support payments while in program). We focus on environmental outcomes as well. Electronic waste contains hazardous materials, such as lead, cadmium, and mercury. Many electronics have plastics that can be recycled but often are not. In fiscal year 2019 we diverted 9 million lbs. of electronic waste from the landfill. We processed this waste into five basic components; plastic, steel, copper, aluminum and integrated circuit board that contain gold and other precious metals. The commodities, after being recycled, are introduced back into the manufacturing stream to be made into new products. As an example, 85% of all the steel rebar made in Indiana is from recycled material, a significant amount is supplied by Workforce Inc. efforts. Workforce Inc.'s paradigm for serving returning citizens includes -1) Earned wages: Ensuring that all participants have access to living wage employment while pursuing education, training, and credentialing. 2) Flexibility: Ensuring flexible work schedules to accommodate participation in these programs as well as flexibility to adhere to criminal justice oversight obligations. 3) Training: Providing portable and stackable industry recognized training during the paid work day. 4) Staffing: Developing alternative staffing partners to provide flexible temporary work for participants who need to complete education, training, and credential programs begun while in the transitional job and links to permanent employment upon completion. 5) Peer mentors: Using peers as mentors and augmenting peer mentoring with 'traditional' mentors. Recycling: Workforce Inc. is partially funded by revenue generated through the recycling of electronics, metals and plastics. Discarding electronic waste containing lead, mercury, and arsenic into landfills leads to contamination of groundwater and potential serious health problems. Discarding electronic waste creates lasting damage to our environment and the public health. In the most recent year, Workforce Inc. processed over 10 million pounds of electronic waste, which kept it out of the landfills.
