Family Builders by Adoption believes that every child has the right to grow up in a permanent, nurturing family, regardless of age, race, ethnicity, culture, sexual orientation and gender expression (SOGIE), religion, medical, physical or emotional condition. Family Builders educates the community about the needs of waiting children, advocates on their behalf, and places children with permanent, secure families through adoption and other means. Family Builders prioritizes supporting families for children who need coordinated services to achieve permanency, including children who have experienced multiple placements; children with emotional, physical, developmental and learning disabilities; LGBTQ+ youth, older children; and sibling groups of children.

Since its inception in 1976, Family Builders' core program, Foster to Adoption, focuses on guiding families through the foster care and adoption process for children who are in foster care and waiting to be adopted. Family Builders prepares and supports both couples and single parents in ten Bay Area counties to meet the needs of children waiting to be adopted. During the 2017-2018 fiscal year, Family Builders served a total of 62 children/youth through the Fost-Adopt program, and placed 33 children with permanent families.
