STEPHENSON PLACE (THE "PROJECT") IS 25-UNIT APARTMENT COMPLEX LOCATED IN TUCSON, ARIZONA. THE PROJECT IS OPERATED UNDER SECTION 811 OF THE NATIONAL AFFORDABLE HOUSING ACT AND REGULATED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD"), WITH RESPECT TO RENTAL CHARGES AND OPERATING METHODS. THE SECTION 811 HUD CAPITAL ADVANCE IS A MAJOR PROGRAM.THE PROJECT SERVES VERY LOW INCOME PEOPLE WITH A DISABILITY OF AIDS LIVING BELOW 50% OF THE AREA MEDIAN INCOME. THE PROJECT IS SUBJECT TO A PRAC 811 HOUSING ASSISTANCE CONTRACT WITH HUD, AND A SIGNIFICANT PORTION OF THE PROJECT'S RENTAL INCOME IS RECEIVED FROM HUD SUBSIDIES AND TENANT RENTS. THE PROJECT'S NON-MAJOR PROGRAM IS ITS PRAC 811 SUBSIDY.DURING THE FISCAL YEAR, STEPHENSON PLACE SERVED LOW INCOME CLIENTS IN 24 HOUSEHOLDS CONSISTING OF 32 PERSONS. ALL NEW CLIENTS SERVED AT STEPHENSON PLACE IN THE LAST FISCAL YEAR WERE PERSONS THAT WERE EXPERIENCING HOMELESSNESS. WE CONTINUE TO TRANSITION CLIENTS WHO HAVE STABILIZED AND ARE DOING WELL IN HOUSING TO INDEPENDENT UNSUBSIDIZED HOUSING OR TO MAINSTREAM PROGRAMS LIKE SECTION 8 HOUSING THROUGH THE CITY OF TUCSON. WE HAVE BEEN ABLE TO ACHIEVE THIS THROUGH A PARTNERSHIP WITH THE CITY OF TUCSON PUBLIC HOUSING AUTHORITY WHERE WE CAN REFER CLIENTS DIRECTLY TO SECTION 8 HOUSING. THIS HAS ENABLED SAAF TO HOUSE CLIENTS WHO HAVE HIGH SERVICE NEEDS WHO WOULD OTHERWISE NOT HAVE RECEIVED HOUSING. SAAF ALSO HAS COMPLETED SEVERAL CAPITAL IMPROVEMENTS ON THE STEPHENSON PLACE PROPERTY INCLUDING UPDATING THE MAIN ACCESS GATES WITH KEY CARD ACCESS, AND REMOVING THE NEED TO USE KEYS FOR ENTRY IN AN EFFORT TO BETTER THE QUALITY OF LIFE FOR RESIDENTS AT THE PROPERTY.
