Clean energy program -- The vision of our clean energy program is that our homes, buildings and transportation systems will be powered by clean energy. The West will prosper in a zero-carbon economy. The program does this by encouraging broader reliance on efficiency and renewable resources, while discouraging new investments in conventional coal resources that threaten air quality and increase the risk of global warming.
