THESE NETWORKS WILL FORM THE BASIS FOR A WHOLESALE OPEN ACCESS FIBER TRANSPORT INFRASTRUCTURE, ACROSS WHICH COMPETING RETAIL SERVICE PROVIDERS WILL PROVIDE SERVICES TO CONSUMERS. BY CONSTRUCTING, OWNING AND MANAGING THE INFRASTRUCTURE MEGAPOP CAN ENSURE A UBIQUITOUS DISTRIBUTION OF THE ADVANCED TELECOMMUNICATIONS NETWORK THROUGHOUT NORTH MISSISSIPPI AND CAN ASSURE ACCESS FOR COMPETING PROVIDERS THUS ALLOWING PROVIDERS THE ABILITY TO OFFER WIDER, MORE ROBUST, COST EFFECTIVE SERVICES FOR THE CITIZENS OF THIS REGION. MEGAPOP WILL NOT BE A LAST MILE PROVIDER, INSTEAD AN OPEN ACCESS NETWORK ALLOWING ALL INTERESTED PROVIDERS FAIR AND IMPROVED ACCESS TO THE NORTH MISSISSIPPI RETAIL MARKET.
