The Land Learning Foundation (LLF) receives its income from the Missouri in-lieu-fee stream and wetland mitigation program (ILF program) Corps project no 2008-1124. The ILF program is operating in accordance with the federal guidance on mitigation banks and in-lieu fee program in the Code of Federal Regulations Title 40, Section 230-98 (40 CF4 230.98). In-lieu-fee is one type of compensatory mitigation program for unavoidable wetland or streambank impacts in development projects. A fee is paid by the landowner/developer to buy wetland or streambank credits from LLF, ILF program, in-lieu of conducting their own mitigation or buying stream or wetland credits from an alternative source. The fee paid represents the expected cost of restoring, enhancing or preserving stream and/or wetland resources affected by development projects. The fee is used to purchase land (or an easement), conserve streams and wetlands at a suitable location, and to maintain and operate conserved land into perpetuity. Ten percent (10%) of fee funds are directed to other charitable and educational purposes of LLF.
