AIDS Drugs Assistance Program AIDS Arms is a Covered Entity as defined in Section 340B of the Public Health Service Act, and as such, is authorized to purchase for dispensing to eligible patients, certain outpatient drugs from Covered Manufacturers at reduced prices pursuant to the federal 340B drug discount program. AIDS Arms has contracted with Avita Drugs LLC to provide outpatient pharmacy services under a sublease arrangement at its Sunset location. AIDS Arms has also contracted with Walgreens to manage and dispense 340B Drugs at two Walgreens locations in Dallas. The program has two components. The Ryan White component covers drugs dispensed to patients who have no third party insurance. In this case, drugs dispensed to eligible patients are reimbursed by Ryan White Program grant funds. The non-Ryan White component covers drugs dispensed to patients with third party insurance coverage. The drugs are purchased at 340B discount prices and the pharmacy bills the insurance carriers retail prices for drugs dispensed to patients with third party insurance coverage. This process generates net proceeds, which is the spread between the 340B discounted price and the retail price, whose uses are subject to the 340B regulations. In 2018, AIDS Arms dispensed drugs to an average of 1,427 patients and filled 11,589 prescriptions for patients with insurance coverage. Also, AIDS Arms dispensed drugs to an average of 1,024 patients and filled 13,065 prescriptions for patients with no insurance coverage.
