Meadows Regional Medical Center, Inc. (MRMC) operates a licensed 57-bed general acute hospital which is owned by the Toombs County Hospital Authority (Authority). The Authority is an instrument of Toombs County, Georgia, and is exempt from taxation as a governmental entity. MRMC operates the hospital for the benefit of the Authority under a lease agreement. MRMC operates the hospital so as to assure the continued provision of adequate hospital facilities and health care to the Vidalia and Toombs County communities served by the hospital. See Schedule O. MRMC is a community hospital operated for the benefit of the residents of the Vidalia and Toombs County region. Its governing body is composed of members of the community. Medical staff privileges are available to all qualified physicians in the area, consistent with the size and nature of the hospital's facilities. MRMC operates a full-time emergency room, and no one requiring emergency care is denied treatment. MRMC also provides treatment, without compensation, to indigent patients in accordance with the requirements of federal regulations.
