TO PROVIDE AFFORDABLE HOUSING UNITS FOR QUALIFIED APPLICANTS SEEKING HOMES IN CHARLESTON. SINCE ITS CREATION IN 1997, EDCHDO HAS REHABILITATED SEVEN AND BUILT FIVE NEW HOMES IN PORTER'S COURT, ELLIOTBOROUGH; AND SIX MORE IN NEARBY HUMPHREY'S COURT.PRIOR TO EDCHDO STEPPING IN, MOST OF THE PORTER'S COURT HOUSES WERE VACANT AND USED BY DRUG ADDICTS AS HANGOUTS. RENTS HAD INCREASED IN THE AREA TO A LEVEL MORE THAN PEOPLE COULD AFFORD AND THE AREA WAS HEADED RAPIDLY DOWNHILL.EDCHDO WORKS WITH GOVERNMENTS, BANKS, AND THE PRIVATE SECTOR TO TRANSFORM AREAS OF BLIGHT INTO SAFE, AFFORDABLE NEIGHBORHOODS FOR PEOPLE IN NEED. IN 2013 $802,653 WAS TRANSFERRED TO EDCHDO TO BE HELD AS TEMPORARILY RESTRICTED FUNDS FOR THE DEVELOPMENT OF THE MORRIS SQUARE PROPERTIES. THE EIGHT PROPERTIES HELD AS LOT INVENTORY WERE ALSO TRANSFERRED TO EDCHDO. EDCHDO WILL SELL THE HOMES IT RENOVATES AND BUILDS TO FIRST-TIME HOMEBUYERS WITH INCOMES LESS THAN 120% OF THE AREA'S MEAN INCOME. SEED FUNDING FOR THE ABOVE 17-HOME BUILDING PROJECT COMES FROM A $200,000 FEDERAL GRANT TO THE CHARLESTON HOUSING TRUST AND PROFITS DUE TO THE CITY OF CHARLESTON FROM THE SALE OF PHASE I PROPERTIES(CURRENTLY ESTIMATED AT $900,000+) ALONG MORRIS STREET. EDCHDO WELCOMES PRIVATE SECTOR INVOLVEMENT IN THESE AND OTHER AFFORDABLE HOUSING VENTURES.DURING 2017, EDCHDO DEVELOPED PLANS, AND IS IN THE PROCESS OF RECEIVING APPROVAL, FOR FOUR ADDITIONAL HOUSES. EDCHDO SUBMITTED PLANS TO THE CITY OF CHARLESTON TO BUILD HOUSES TO BE LOCATED AT 24 AND 28 HUMPHREY COURT, 83 HANOVER STREET, AND 32 NASSAU STREET. THE PROPOSED HOUSES ON HUMPHREY COURT RECEIVED BAR APPROVAL AND WERE ADVERTISED FOR CONSTRUCTION BIDS. ALL THE BIDS RECEIVED, HOWEVER, WERE TOO HIGH TO BE ELIGIBLE AS "AFFORDABLE" ACCORDING TO CITY AND FEDERAL GUIDELINES. THE HOUSE TO BE BUILT AT 32 NASSAU HAS YET TO RECEIVE BAR APPROVAL. EDCHDO IS WAITING FOR GUIDANCE FROM THE CITY OF CHARLESTON REGARDING HOW TO MOVE FORWARD.
