Mission
MLSC’s mission is to ensure low-income Marylanders have access to stable, efficient and effective civil legal assistance through the distribution of funds to nonprofit legal services organizations. The Maryland General Assembly established MLSC in 1982 to administer the state's Interest on Lawyer Trust Accounts (IOLTA) program. Since then, MLSC has made grants totaling over $354 million to help provide services in more than 3.7 million legal matters for Maryland’s families in areas of family, housing, consumer, employment and other civil legal matters.

THE MARYLAND LEGAL SERVICES CORPORATION (MLSC) WAS ESTABLISHED BY THE MARYLAND GENERAL ASSEMBLY IN 1982 TO RECEIVE AND DISTRIBUTE FUNDS TO NONPROFIT ORGANIZATIONS THAT PROVIDE CIVIL LEGAL ASSISTANCE TO LOW-INCOME PERSONS. FROM ITS INCEPTION, MLSC HAS MADE GRANTS TOTALING OVER 312 MILLION TO HELP PROVIDE SERVICES IN MORE THAN 3.5 MILLION LEGAL MATTERS FOR MARYLAND'S FAMILIES IN AREAS OF FAMILY, HOUSING, CONSUMER, EMPLOYMENT, HEALTH CARE AND OTHER CIVIL LEGAL MATTERS.IN FY 2019, MLSC AWARDED GRANTS TOTALING $21,785,514 TO 37 LEGAL SERVICES PROVIDERS FOR OPERATING FUNDS, SPECIAL PROJECTS, AND CHALLENGE GRANTS.PROGRAM SERVICE ACCOMPLISHMENTS: GENERAL OPERATING GRANTS TO PROVIDE DIRECT LEGAL SERVICES TO LOW-INCOME MARYLANDERS TOTALED $16,645,805. SERVICES TO CLIENTS IN FY 2019, WITH MLSC GRANTEES CLOSING 200,541 CASES. APPROXIMATELY 270,400 INDIVIDUALS AND FAMILIES DIRECTLY BENEFITED FROM THIS LEGAL ASSISTANCE. 38% OF THE CASES WERE FAMILY LEGAL ISSUES AND 17% WERE HOUSING ISSUES, WITH CLIENT RECEIVING BENEFITS SUCH AS PROTECTION FROM DOMESTIC VIOLENCE, CUSTODY OF THEIR CHILDREN, HELP TO PREVENT HOME FORECLOSURES, AND PREVENTION OF EVICTIONS FROM PUBLIC AND PRIVATE HOUSING. OTHER CASES INCLUDED CONSUMER/FINANCE, IMMIGRATION, EMPLOYMENT, VETERAN'S BENEFITS, INCOME MAINTENANCE, INDIVIDUAL RIGHTS AND OTHER MATTERS. SERVICES RANGED FROM BRIEF ADVICE, INFORMATION AND REFERRAL TO THE EXTENDED SERVICES OF COUNSELING, NEGOTIATION AND LITIGATION. OF CASES CLOSED, 20% WERE IN BALTIMORE CITY, 20% IN PRINCE GEORGE'S COUNTY, 15% IN ANNE ARUNDEL COUNTY, 10% IN BALTIMORE COUNTY, 9% IN MONTGOMERY COUNTY, AND THE REST IN ALL OF THE OTHER MARYLAND JURISDICTIONS.MLSC ($350,000) AND THE ADMINISTRATIVE OFFICE OF THE COURTS ($1,578,444) PROVIDED FUNDS FOR CONTINUATION OF THE JUDICARE FAMILY LAW PROGRAM. THROUGH THIS PROJECT, REDUCED FEES ARE PAID TO PRIVATE LAWYERS TO SERVE LOW-INCOME PERSONS WHO COULD NOT OTHERWISE AFFORD CIVIL LEGAL SERVICES IN CONTESTED FAMILY LAW MATTERS. IN FY 2019, THE PROJECTS CLOSED 911 CASES, WHICH DIRECTLY BENEFITTED 2,624 INDIVIDUALS AND FAMILIES IN ALL MARYLAND JURISDICTIONS. 407 ATTORNEYS PROVIDED A TOTAL OF 32,151 HOURS OF SERVICES. THE REDUCED-FEE APPROACH PROVIDES INCENTIVES FOR ATTORNEYS TO TAKE THESE COMPLEX AND DIFFICULT CASES AND HELPS THE COURTS BY ASSURING THAT BOTH PARTIES HAVE REPRESENTATION.
