THE SCWIB FOCUSES ON CONTRACTING WITH PROGRAMS THAT ENABLE EMPLOYERS, DISLOCATED WORKERS, EARN PARTICIPANTS, UNEMPLOYED INDIVIDUALS, AND YOUTH TO ATTAIN THE JOB SKILL COMPETENCE REQUIRED BY EMPLOYERS.
