When youth come to TCBB, they are paired one-on-one with volunteer mentor/craftsmen. We emphasize choice and self-advocacy for each youth, for this reason each participant determines what project to work on (such as an individual project building/making something, going out in a boat, etc), the mentors are there to guide and coach each youth so that they achieve a successful outcome. These craftsmen are some of the finest in the business, with deep roots in the South Puget Sound community and the maritime industry. On average, they donate approximately 4,000 volunteer hours to TCBB each year.The targeted intervention TCBB provides is based on the principles of Positive Youth Development, focusing on the psychological, emotional, and social development of youth rather than on problems and/or deficits. The overall goal with the TCBB program has always been to give youth the comprehensive support they need to thrive, not just in our program, but also in life.TCBB program objectives are tied closely to work done since 2015 through the Youth Program Quality Initiative (YPQ). The YPQ evaluations are outcomes driven and tied closely to well documented best practices for effective positive youth development. The process of assessment, planning and improvement has provided TCBB with an evaluative framework that strengthens and improves its program progressively over time. TCBB consistently scores high in the domains of Safe Environment, Supportive Environment, Interaction and Engagement. In 2018 we will add Social Emotional Learning components to our programming and evaluative process. Our core programs serve youth, 12-18 years of age, who are - or have been - connected to the juvenile court system. While youth are originally assigned to TCBB for a 10-week program, many choose to continue their time in the shop well beyond their court-ordered time. The door is always open to them, and youth are encouraged to stay connected to the program and their adult mentors, which research shows increases their chances for long-term success. For services TCBB can't provide directly, targeted referrals are made to youth-serving organizations in the community with whom TCBB has built strong relationships. Program service accomplishments included the following for 2017-18: Serving 95 unduplicated youth who are court connected in Pierce County. Overall rate for successful completion of the program is at 77.5% with the racial-ethnic breakdown of 53.7% Caucasian, 25.3% African American, 10.5% Hispanic, and 8.4% Asian/Pacific Islander, and 2.1% Native American. The number of minority youth served in our programs has tripled since 2016 holding steady at 45-48% of all youth served. In addition to the 95 unduplicated youth, 25 alumni youth returned to attend more than 138 sessions where they continued to develop the skills, relationships, and capabilities that only time and experience can deepen. Increases in program staffing, specifically the dedicated Youth Advocate role, have made it possible to offer greater individualized support for youth in need of guidance and advocacy for completing their secondary education, support in job searches and preparedness, and/or entering into higher education or trades-based programs.
