Carbon Management Economy-Wide Deployment of Carbon Capture, Use, & Storage (CCUS) The Carbon Capture Coalition, co-convened by GPI, released a first-ever consensus Federal Policy Blueprint illustrating a comprehensive agenda on CCUS deployment in the US which builds on the federal tax credit passed with the help of the Coalition. Now more than 70 members, the Coalition is the most diverse energy and environmental group in the US. GPI staffs 4 additional groups focused on state and regional CCUS. GPI hosts the only national conference on CCUS, gathering key leaders in policy, tech, industry, finance, & environmental sectors to show support & momentum for CCUS. Comments Submitted to US Department of Treasury on 45Q Carbon Capture Coalition, co-convened by GPI, submitted comments, recommendations, and model guidance to US Department of Treasury on 45Q Tax Credit Implementation. This represents 13 months of work to reach consensus among the diverse members of the Coalition and provides a road map for effective implementation of 45Q, the revamped tax credit to spur deployment of carbon capture technology passed by Congress in 2018. Since the passage of 45Q in early 2018, the Coalition has continued efforts to keep 45Q guidance moving forward in the Treasury's agenda so qualified carbon capture projects can begin construction before the deadline outlined in 45Q. First-Ever Federal Policy Blueprint for Carbon Capture The Carbon Capture Coalition, co-convened by GPI, released its consensus Federal Policy Blueprint to articulate a comprehensive and ambitious federal policy agenda that can help achieve the goal of economywide carbon capture deployment. This blueprint builds on the foundational policy of the Section 45Q carbon capture tax credit passed last year by Congress as part of the Bipartisan Budget Act of 2018. The blueprint offers a portfolio of policies that would increase carbon capture deployment in key sectors of the economy, from industries like cement and steel to electric power generation. Senate Passes Bipartisan USE IT Act for Carbon Capture and Utilization The USE IT Act is a top legislative priority of the Carbon Capture Coalition, co-convened by GPI, and, if passed, would help develop and deploy the next generation of carbon capture and utilization technologies to transform carbon dioxide (CO2) into a beneficial resource and economic opportunity while reducing emissions. It will facilitate the development of the infrastructure needed to transport CO2 from industrial facilities and power plants where it is captured to where it can be geologically stored or put to beneficial use. The Coalition continues to work with lawmakers to help secure passage of the USE IT Act and get it to the president's desk. Key Leadership and Multi-Stakeholder Collaborations on Carbon Capture, Use, and Storage GPI staffs the following groups as part of its goal to ensure economy-wide deployment of carbon capture, use, and storage: Carbon Capture CoalitionThe Carbon Capture Coalition fosters the deployment and adoption of carbon capture technology in order to foster domestic energy production, support jobs, and reduce emissions. The nonpartisan coalition brings together a diverse partnership of energy, industrial and technology companies, labor unions, and environmental, clean energy, and agricultural organizations. With more than 70 members, it is the most diverse energy and environmental group in the US.Governors' Partnership for Carbon CaptureThe Governors' Partnership on Carbon Capture undertakes initiatives and supports policies that further the development and deployment of carbon capture projects and CO2 pipeline infrastructure across the United States. At the direction of the participating governors, the partnership is coordinated and staffed by the State Carbon Capture Work Group. The work group is staffed by the Great Plains Institute at the invitation and direction of the convening governors. State Carbon Capture Work GroupState Carbon Capture Work Group brings together officials from 15 US states to support carbon capture deployment and the buildout of CO2 pipeline infrastructure. A major focus of the group is the Regional Deployment Initiative, a new effort to promote broad-scale deployment of carbon capture, utilization, and storage infrastructure in the Northern Plains/Rockies and Midwest regions. The work group is coordinated and staffed by the Great Plains Institute at the invitation and direction of the convening governors, their staff and state officials.Regional Carbon Capture Deployment InitiativeThe Regional Carbon Capture Deployment Initiative promotes broad-scale deployment of infrastructure for carbon capture, CO2 pipelines, enhanced oil recovery, other forms of geologic storage, and beneficial utilization of CO2. The initiative brings together state officials and stakeholders to support carbon capture in the Northern Plains, Rockies, and Midwest regions. The Regional Carbon Capture Deployment Initiative is part of the State Carbon Capture Work Group. The work group is staffed by the Great Plains Institute at the invitation and direction of the convening governors. Carbon Capture Leadership CouncilThe Carbon Capture Leadership Council works to catalyze support for carbon capture in the US and to advance a national technology, policy, and deployment agenda. The council brings together top industry, government, labor, NGO, and philanthropic leaders. CO2NNECT Conference The 2019 CO2NNECT Conference, hosted by GPI, brought together leaders across the policy, technology, industry, finance, and environmental sectors to show support and momentum for carbon capture technology. Among the major announcements at the event, Occidental Petroleum and Carbon Technologies announced they are moving forward with the engineering and design of what will be the largest direct air capture facility in the world. Featured speakers included Governor Mark Gordan (R-WY), Former US Senator Heidi Heitkamp (D-ND), Jonathan Pershing, program director of environment at the William and Flora Hewlett Foundation; and National Wildlife Federation President and CEO Collin O'Mara. Best Public Affairs Campaign of the Year Award The Carbon Capture Coalition, co-convened by GPI, along with RENEWPR, a public relations partner in Washington, DC, recently earned the Best Public Affairs Campaign of the Year Cleanie Award. The award recognizes the Coalition's success in ushering the federal tax credit on carbon capture and storage through Congress in 2018 and its continued work on CCUS.
