NEIGHBORHOOD PROGRESS SEEKS TO HAVE THESE PROGRAMS WORK COLLABORATIVELY, WHEN POSSIBLE, TO HELP EACH PROGRAM ACHIEVE ITS INDIVIDUAL GOALS.CDC ADVANCEMENT - CDC ADVANCEMENT PROVIDES TECHNICAL, TACTICAL, AND OPERATING SUPPORT FOR CLEVELAND'S COMMUNITY DEVELOPMENT CORPORATIONS (CDCS). MAJOR PROGRAMS WITHIN CDC ADVANCEMENT ARE AS FOLLOWS:- STRATEGIC INVESTMENT INITIATIVE (SII) - THE SII PROGRAM PROVIDES $1.4 MILLION IN OPERATING SUPPORT TO CLEVELAND CDCS. CDC ADVANCEMENT STAFF PROVIDES GRANT MANAGEMENT AND MONITORING FOR ALL SII GRANTS.- NEIGHBORHOOD SOLUTIONS AWARDS (NSA) - THE NSA PROGRAM PROVIDES $125,000 IN PROJECT SUPPORT GRANTS TO CLEVELAND CDCS. CDC ADVANCEMENT STAFF PROVIDES GRANTS MANAGEMENT AND MONITORING FOR ALL NSA GRANTS.- ANNUAL PROGRESS INSTITUTE - NEIGHBORHOOD PROGRESS PRODUCED ITS ANNUAL PROGRESS INTITUTE, WHICH IS A DAY-LONG LEARNING AND INSPIRATIONAL EVENT FOR THE CLEVELAND COMMUNITY DEVELOPMENT INDUSTRY. THERE WERE OVER 250 ATTENDEES. CDC ADVANCEMENT STAFF OVERSEES PLANNING, LOGISTICS, PRODUCTION, AND DAY-OF MANAGEMENT OF THE EVENT.- PROGRESS INDEX - CDC ADVANCEMENT STAFF PROVIDES MANAGEMENT AND DEVELOPMENT OF THE PROGRESS INDEX, WHICH IS A NEIGHBORHOOD DATA TOOL DEVELOPED BY NEIGHBORHOOD PROGRESS AND THE CENTER ON URBAN POVERTY AND COMMUNITY DEVELOPMENT AT CASE WESTERN RESERVE UNIVERSITY. THE GOAL OF THE TOOL IS TO EQUIP COMMUNITY DEVELOPMENT PRACTITIONERS WITH HOUSING AND ECONOMIC MOBILITY DATA SO THAT THEY MAY BETTER UNDERSTAND NEIGHBORHOOD DYNAMICS, MONITOR TRENDS, DEVELOP SOLUTIONS, AND USE DATA TO MEASURE ORGANIZATIONAL AND/OR PROGRAMMATIC OUTCOMES.- CDC INDUSTRY ALIGNMENT - CDC ADVANCEMENT STAFF HELPS TO FACILITATE DISCUSSION AND DECISIONS RELATED TO COLLABORATION AND HIGHEST IMPACT THROUGH STRATEGIC ALLIANCES AND MERGERS.- SHARED SERVICES - CDC ADVANCEMENT STAFF OVERSEES PROGRAMS AND PROJECTS THAT ASSIST CDCS' PRODUCTIVITY AND IMPACT IN CLEVELAND'S NEIGHBORHOODS (I.E.: CDC TRAINING, WORKGROUPS, CLEAN&GREEN CLEVELAND).PLACEMAKING - PLACEMAKING FOCUSES ON DESIGN AND DEVELOPMENT PROCESSES THAT PROMOTE HEALTH, WELL-BEING, AND HAPPINESS OF CLEVELAND RESIDENTS THROUGH THE CREATION OF PLACES AND SPACES THAT RESPOND TO COMMUNITY NEEDS AND ENCOURAGE AND SUSTAIN A POSITIVE QUALITY OF LIFE. MAJOR PROGRAMS WITHIN PLACEMAKING ARE AS FOLLOWS:- CLIMATE RESILIENCY - FY 18 IS THE LAST YEAR OF CLIMATE RESILIENCY INITIATIVE FUNDED BY A 3-YEAR $660,000 FOUNDATION GRANT, THE PROGRAM IS DESIGNED TO ADDRESS ISSUES RESULTING FROM CLIMATE CHANGE IN FOUR CLEVELAND NEIGHBORHOODS. THE PROGRAM FUNDED 16 CLIMATE AMBASSADORS WHOSE FUNCTION WAS TO ENGAGE THEIR COMMUNITIES AROUND CLIMATE ISSUES. THE PROGRAM IS RAISING AWARENESS AROUND EMERGENCY PREPAREDNESS, PROMOTING HOME WEATHERIZATION, AND WORKING CLOSELY WITH THE CITY OF CLEVELAND TO UPDATE THEIR CLIMATE ACTION PLAN.- SLAVIC VILLAGE REDISCOVERED - SLAVIC VILLAGE REDISCOVERED IS A PROJECT THAT WAS BEGUN AS A COLLABORATION BETWEEN FOUR ENTITIES - TWO PRIVATE AND TWO NONPROFIT - TO ADDRESS URBAN BLIGHT IN A COMMUNITY THAT WAS AMONG THE HARDEST HIT IN THE FORECLOSURE CRISIS. THE PROGRAM IS NOW LED BY THE TWO NONPROFITS WITH ONE FOR-PROFIT PARTNER AND IS FOCUSED ON IDENTIFYING FORECLOSED HOMES FOR ACQUISITION, REHABILITATION, AND SALE WITHOUT ANY PUBLIC FUNDING BUT TAX ABATEMENT. THE GOAL IS TO STABILIZE THE TARGETED NEIGHBORHOOD. AS OF FY18, 52 UNITS HAVE BEEN REHABILITATEDAND SOLD. - SAINT LUKE'S PHASE III - AS OF THE END OF FY18, 61,000 OF THE AVAILABLE 65,000 SQUARE FEET OF SAINT LUKE'S PHASE III WAS UNDER LEASE TO THE INTERGENERATIONAL SCHOOL, NEIGHBORHOOD PROGRESS, THE DEBRA ANN NOVEMBER EARLY LEARNING CENTER, AND THE BOYS AND GIRLS CLUB. THE REMAINING 4,000 SQUARE FEET IS BEING "WHITE BOXED" IN ORDER TO BECOME MORE ATTRACTIVE TO POTENTIAL TENANTS. PLANNING FOR OTHER PROJECTS SURROUNDING THE SAINT LUKE'S CAMPUS IS UNDERWAY. ECONOMIC OPPORTUNITY - THE ECONOMIC OPPORTUNITY PORTFOLIO KEEPS THE ORGANIZATION FOCUSED ON IMPROVING THE LIVES OF RESIDENTS AS AN ESSENTIAL STRATEGY TO HOLISTICALLY STRENGTHEN COMMUNITIES. THE MAJOR PROGRAM WITHIN ECONOMIC OPPORTUNITY IS AS FOLLOWS:- COMMUNITY FINANCIAL CENTERS - COMMUNITY FINANCIAL CENTERS IS A CITY-WIDE PROGRAM FOCUSED ON IMPROVING THE ECONOMIC SECURITY OF ALL RESIDENTS OF CLEVELAND. IT IS BASED ON THE SUCCESSFUL MODEL DEVELOPED BY BLOOMBERG PHILANTHROPIES AND THE CITIES FOR FINANCIAL EMPOWERMENT. THE CLEVELAND MODEL IS A PARTNERSHIP BETWEEN NEIGHBORHOOD PROGRESS, THE CITY OF CLEVELAND, ENTERPRISE COMMUNITY PARTNERS, CUYAHOGA COMMUNITY COLLEGE, AND NEIGHBORHOOD HOUSING SERVICES OF GREATER CLEVELAND. THE PROGRAM HAS CONTRACTS WITH THE CLEVELAND PUBLIC LIBRARY AND THE CUYAHOGA METROPOLITAN HOUSING AUTHORITY, AND ALSO SERVES EIGHT GEOGRAPHICALLY-LOCATED IRS-SUPPORTED VOLUNTEER INCOME TAX ASSISTANCE (VITA) SITES THROUGHOUT GREATER CLEVELAND. THE FOCUS IS ON CUSTOMIZED FINANCIAL PLANNING AND MANAGEMENT THAT MEETS EACH INDIVIDUAL CLIENT'SNEEDS. IN FY18, 1139 CLIENTS WERE SERVED, OF WHICH 773 WERE LOW-TO-MODERATE INCOME AT 250% OR BELOW AREA MEDIAN INCOME, AT 41 LOCATIONS THROUGHOUT GREATER CLEVELAND: TWENTY-SEVEN CLEVELAND LIBRARY BRANCHES, NINE FREE TAX PREPARATION SITES, THREE JOB AND PLACEMENT SITE, ONE PUBLIC HOUSING ESTATE, AND ONE HOMEBUYER EDUCATION COUNSELING SITE. CLIENTS ACHIEVED THE FOLLOWING: 203 HOMES PURCHASED TOTALING $21.4 MILLION MARKET VALUE, 19 VEHICLES PURCHASED, 363 CLIENTS COMPLETED HOMEBUYERS WORKSHOP SERIES, AND VITA CLIENTS SAVED OVER $95,500 IN TAX FILING PREPARATION FEES.
