RICHARD JACKSON, A LEADING PROPONENT OF THE IMPORTANCE OF REDEVELOPING THE BUILT ENVIRONMENT SO THAT COMMUNITIES CAN BE INHERENTLY HEALTHIER PLACES TO LIVE AND WORK, 10,000 FRIENDS WORKS WITH THE MUNICIPALITY, LAND BANK, AND NEIGHBORHOOD AGENCIES TO DEVELOP A FOCUSED REDEVELOPMENT PLAN ON THE NEIGHBORHOOD LEVEL FOR ELIMINATING BLIGHT, IMPROVING HEALTHY HOUSING CONDITIONS, BOOSTING SMALL BUSINESS IN THE NEIGHBORHOOD AND INCREASING WALKABILITY AND HEALTHY LIFESTYLES THROUGH ADDITIONAL GREEN SPACE, ACCESS TO FRESH PRODUCE, AND ACCESS TO TRAILS AND MULTI-MODAL TRANSPORTATION. IN 2018, THESE EFFORTS WERE PRIMARILY FOCUSED IN THE SOUTH SIDE NEIGHBORHOOD OF NEW CASTLE, LAWRENCE COUNTY WITH EXPLORATION OF 6 RIVER TOWNS IN BEAVER COUNTY FOR FUTURE EXPANSION. HEALTHY COMMUNITIES INITIATIVE - NEW CASTLE, PA -- IN 2016, 10,000 FRIENDS TEAMED WITH A GROUP OF LOCAL STAKEHOLDERS IN NEW CASTLE'S SOUTH SIDE NEIGHBORHOOD AND SECURED FUNDING TO IMPLEMENT A NEIGHBORHOOD REDEVELOPMENT PLANNING PROJECT. THE PROJECT IS COMMITTED FOR 6 YEARS TO FALL 2023 THROUGH DCED'S NEIGHBORHOOD ASSISTANCE PROGRAM. NEW CASTLE HAS EXPERIENCED POPULATION DECLINE FOR DECADES. AS A RESULT, THE SOUTH SIDE, FORMERLY A THRIVING BUSINESS AND RESIDENTIAL CORRIDOR, SUFFERS FROM SIGNIFICANT DISINVESTMENT AND HAS A HIGH DEGREE OF VACANCY AND BLIGHT. THESE REMAINING POPULATION HAS A HIGHER CONCENTRATION OF LOW-INCOME HOUSEHOLDS, MAKING IT DIFFICULT TO SUPPORT EXISTING BUSINESSES AND SERVICES. OUR APPROACH IS TO ADDRESS THE PROBLEMS OF VACANCY AND BLIGHT BY EXPANDING PROGRAMS THAT ARE CURRENTLY WORKING THROUGH COLLABORATIVE PARTNERSHIPS, AND IMPLEMENTING PRIORITIES IDENTIFIED DURING THE COMMUNITY REDEVELOPMENT PLANNING PROCESS. A COMBINATION OF BLIGHT REMOVAL, IMPROVEMENTS TO EXISTING HOUSING STOCK, PLANNING REUSE OF THE LARGEST UNDERUTILIZED COMMERCIAL SITE, IMPROVING PUBLIC PARKS AND STREET INFRASTRUCTURE, AND LONGER-TERM INVESTMENTS IN THE BUSINESS DISTRICT AND NEIGHBORHOOD-SERVING SERVICES WERE IDENTIFIED AS PRIORITY PROJECTS. IN 2018, 10,000 FRIENDS' PROJECT TEAM AND LOCAL PARTNERS IMPLEMENTED THE SECOND PHASE IN LINE WITH PRIORITIES DESIGNED TO IMPROVE THE COMMUNITY'S LIVABILITY, HELP TO STABILIZE AND EMPOWER THE EXISTING POPULATION, AND SET THE STAGE FOR CONTINUED IMPROVEMENT AND GROWTH OVER TIME. THIS INCLUDED BLIGHT REMOVAL AND DEMOLITION OF 10 BUILDINGS IN THE RESIDENTIAL TARGET AREA, EXPANSION OF GUSSIE WALKER OUTREACH CENTER'S YOUTH PROGRAMS AND COMMUNITY MEAL PROGRAMS, THE REHAB OF 5 STRUCTURES THROUGH OUR PARTNER ORGANIZATIONS, AND COMPLETION OF THE EARL SALLIE PLAYGROUND. 10,000 FRIENDS UTILIZES ITS COMMUNITY TEAM, WHICH BRINGS TOGETHER A TEAM OF EXPERTS - BOTH TECHNICAL ASSISTANCE PROVIDERS AND PRACTITIONERS - TO WORK WITH LOCAL LEADERS ON STRATEGIC PROJECTS WITHIN A DEFINED GEOGRAPHIC AREA. THE PROGRAM IN NEW CASTLE WILL CONTINUE UNTIL 2023, WITH THE PLAN OF SCALING AND REPLICATING COMPONENTS OF THE HEALTHY COMMUNITIES INITIATIVE TO REVITALIZE DISTRESSED NEIGHBORHOODS IN OTHER CITIES AND TOWNS ACROSS PENNSYLVANIA.
