Mission

Public Advocates Inc. is a nonprofit law firm and advocacy organization that challenges the systemic causes of poverty and racial discrimination by strengthening community voices in public policy and achieving tangible legal victories to advance education, housing and transit equity. We spur change through collaboration with grassroots groups representing low income communities, people of color and immigrants, combined with strategic policy reform, media advocacy and litigation.

About

Metropolitan Equity: Public Advocates' Metropolitan Equity Team advocates for equitable development, affordable housing, renter protections, protection from displacement, increased local transit service, and policies that reduce the impacts of climate change and pollution on low-income residents and communities of color. In fiscal year 2017-18, we played a key role in securing passage of a package of bills with new policies and investments to address California's affordable housing crisis. We supported community organizations as they advocated for and won strong findings by the County of San Mateo on the civil rights impacts of rent increases and evictions, and goals for increasing access to transit for communities of color. The City of San Jose also adopted our recommendations for identifying displacement and lack of tenant protections as civil rights issues. We successfully advocated for commitments in the regional Plan Bay Area to develop more revenue for affordable housing, policies to prevent displacement, the use of transportation funding as an incentive for local governments to create more affordable housing, and the adoption of an Action Plan to ensure these commitments are implemented. We are also working to ensure that CASA, a blue-ribbon commission working to create comprehensive solutions to the Bay Area's housing shortage, addresses the 3 P's - tenant protections, housing preservation, and affordable housing production. We successfully advocated for the use of Participatory Budgeting by state and regional agencies, an innovative democratic process in which residents have a real say in creating projects with public funding that meets their priority needs. In Sacramento and statewide we are supporting organizers and committees as they fight for tenant rights, protection for evictions, and access to affordable housing. With our coalition partners, we have secured investments in affordable housing and transit from California's Greenhouse Gas Reduction Fund that benefit disadvantaged communities and reduce pollution. On the national level, we have launched the Alliance for Housing Justice to create a national movement that supports grassroots organizing and links local campaigns to national policy advocacy.
