Energy conservation: residential energy conservation programs - ECA provides comprehensive energy conservation services to low income Philadelphians through the weatherization assistance program. We are able to serve approximately 150 clients per year. Under PGW's program, we are able to serve approximately 400 clients per year. ECA also serves all homeowners through the PECO and PGW home rebate programs. ECA is the largest provider of residential energy efficiency services in the Philadelphia region.
