Housing First is a housing and case management program for disabled adults with substance abuse and chronic homelessness. 'Housing First is an evidence-based practice that looks at housing as a tool, rather than a reward, for recovery.' (Substance Abuse and Mental Health Services Administration's website). It is strongly supported by the US Housing and Urban Development Department (HUD). Housing stability is the outcome but flexible case management is the means to that end. They find clients housing and help them get food. Once these needs are met, clients are helped to obtain psychiatric medications, substance abuse treatment, and medical care. When some level of stability is reached, they encourage volunteering and reconnecting with family. Eventually, clients do not need home visits anymore and graduate to less intensive programs or completely independent living. The Housing First program consists of a dual diagnosis program and veteran specific housing. The veteran specific housing program began in 2015 when Rocky Mountain Human Services transferred the grant to the organization. The veteran grants have been operating since 2012.
