Alliance 2018 activities include regulatory/legal Cape Wind surrendered their federal lease for renewable energy development in Nantucket Sound in November of 2017. The U.S Department of the Interior approved Cape Wind's request to surrender their lease in May of 2018. The Army Corps of Engineers dismantled and removed Cape Wind's meteorological tower in Nantucket Sound in July of 2018. The Alliance submitted comments to numerous agencies on the proposed Vineyard Wind project. We submitted comments to the Massachusetts Executive Office of Energy and Environmental Affairs and the Massachusetts Energy Facilities Siting Board on the Vineyard Wind Connector, and the Federal Bureau of Ocean Energy Management on the notice of intent to prepare an environmental impact statement for Vineyard Wind's energy facility in 2018. The Alliance sought and was granted intervenor status to fully participate in the state Energy Facilities Siting Board proceedings to review Vineyard Wind's proposal to construct transmission lines through Nantucket Sound to connect its wind turbine array located south of Martha's Vineyard. The Alliance submitted comments and information requests regarding alternative routes and connection points as well as the feasibility and enforceability of a contract between Vineyard Wind and other parties to preclude connections to other projects in Nantucket Sound. The Alliance participated with other stakeholders in the Section 106 review of Vineyard Wind under the National Historic Preservation Act. The Alliance pursued reimbursement of legal fees in federal court related to victories in the Cape Wind case for federal agency violations of the National Environmental Policy Act and the Endangered Species Act. The Alliance developed federal legislation to designate Nantucket Sound a national historic landmark, the highest level of protection available under the National Historic Preservation Act. The proposed bill would prohibit any leasing in the federal waters of the Sound for energy project development or seabed mining, including sand and gravel. The Alliance met with members of the Massachusetts delegation in Washington D.C., the U.S. Department of the Interior, the Commonwealth of Massachusetts and others to encourage support for the federal legislation. Massachusetts Governor Baker and the Cape delegation sent letters of support for the Nantucket Sound legislation to Senator Markey, Senator Warren, and Congressman Keating. The Alliance revised our logo, website, and presentation materials to reflect our focus on securing permanent protection for Nantucket Sound. The Alliance hosted semi-annual meetings to update stakeholders. We provided interviews to media, letters to the editor and op-eds for local newspapers, and responded to student and other inquiries regarding Cape Wind. The Alliance conducted quarterly direct mail campaigns for education and contributions. The Alliance reached out to local, state, and national organizations to sign on to a letter to our elected officials in support of federal legislation to protect Nantucket Sound. We built a strong coalition of support, including municipal and tribal governments, historic preservation groups, commercial fishermen, environmental groups, businesses, shipping and maritime transportation entities, offshore wind developers, and others. By the end of 2018, the Alliance had the support of over 50 diverse groups. The Alliance updated supporters on a regular basis with letters, newsletters, phone calls, emails, personal meetings, and quarterly direct mail campaigns. We held numerous fundraising events to update donors and prospects.
